A HUGE Jeers to people who own dogs who cant take care of them. I should not have to be bothered by your unneutered, collarless, free running dog while out walking my dog. If it is able to escape then maybe you arent paying enough attention. Also your dog should have a collar and tags, so we know where he came from.
